A new high-definition season of Journalist Roundtable began with our first show on January 5th. The program was Hosted by Kent Davy and he was joined by Alison St. John of KPBS.  If you missed the premier KOCT will be replaying the program throughout the month of January on KOCT’s Channel 18-the Community Channel and as Video On Demand via KOCT.ORG.

Check out the great guests we had in our first JRT of this New Year:

She discussed this historic purchase and the agreement that will see housing and retail development on surrounding property.

Despite the challenges facing newspapers, this regional paper has not only thrived but expanded coverage over the past few years.   Chris talked about the factors have led to the paper’s success and his future plans for the newspaper.

KOCT 2016 Recap

A weekly blog from Tom Reeser, KOCT’s Executive Director

KOCT is proud of the many programs produced, services provided and progress that it made in 2016—Here’s a look back at some of the Highlights:

KOCT, Your Community Channel, was acknowledged by the Chamber of Commerce and the City of Oceanside for our community service and our 29 years as an organizational chamber member.

Community Health Matters—

The KOCT production team (and our two community health clinics!) produced a new season of Community Health Matters.  Experts from Vista Community Clinic and North County Health discussed topics such as pediatrics, dental health during pregnancy, youth development, health education and mental health services.

We also launched a new season of Journalist Roundtable – in hi-definition!

Our first show featured the Mayor of Oceanside Jim Wood who announced he will be running for re-election in November and President Karen Haynes brought viewers up to speed on the rapid growth of Cal State San Marcos

Our first show to launch the 2016 Election Season was about the controversial Measure A initiative that Carlsbad voters voted on in February.  We had a candid, professional debate on this proposed shopping center and open space issue.  Carlsbad Mayor Matt Hall spoke in favor of the Caruso development and De’Ann Weimer, the President of Citizens for North County, spoke against the project. In the fall of 2016 KOCT produced over a dozen programs about the candidates and propositions that affect civic life in North County.

KOCT was a joyous participant in Oceanside’s  Youth Success Week.  We invited the Superintendent of Oceanside Unified School District Duane Coleman to the KOCT studios to record daily messages that were then played in the classrooms each morning AND rolled our Mobile Studio to cover their climactic event at the Band shell.

Thanks to a generous grant from Tri-City Medical Center KOCT was able to roll its high-definition Mobile Studio to cover an important North County event. KOCT provided four camera coverage of the 3rd annual North County Economic Summit held on March 2nd at the La Costa Resort.

KOCT produced two special High School Edition Oceanside Spectrums with video students from El Camino and Oceanside High School.  These special programs allowed local students to take a crash course in camera operation, floor directing, hosting and directing – taught by KOCT’s professional staff.  And the public benefited by watching programs for, by and about our local high schools and their teachers and events.

KOCT won a Bronze, People’s Choice Award, for one of the programs in our 6-part series: The Adobes and Ranchos of North County.

“The Kelly Adobe” program was one of the first in-depth documentaries about this pioneer Kelly family that at one time owned a rancho larger than Carlsbad.  This program was made possible by a generous grant from The Parker Foundation (Gerald and Inez Parker). Tom Reeser was the Executive Producer and Lola Sherman the Script Writer.  The Field Producer was Jake Rush and the Editor was Miguel Blanco. The Narrator was Harvey Kaufman. Congratulations to all who participated in this award-winning series!

KOCT rebranded our Voice of Oceanside programs to reflect our increased focus on ‘all topics North County’. Our new series, North County Voice began airing in June and featured in-depth interviews with the Oceanside City Councilmembers, the Mayor and City Clerk among others.

KOCT’s held its annual Open House on Tuesday, June 28th and showed off its state-of-the-art facility and equipment.

The Alliance for Community Media is a national organization of community television station members similar to KOCT.  KOCT won a Hometown Media Video Award at the event.   KOCT’s talented

Jon Beltz shot and edited some of the innovative footage and KOCT’s

Micheyl Steinway polished the promo video for KOCT’s Journalist Roundtable. Congratulations, team.

KOCT covered Oceanside High School’s beautiful graduation ceremony at the Junior Seau Beach Band shell.

High School football returned to KOCT’s schedule with a classic double overtime Football game featuring cross-town rivals El Camino Vs Oceanside High School!

KOCT Fundraiser at Outback Steakhouse
A weekly blog from Tom Reeser, KOCT’s Executive Director

Have a great lunch AND help KOCT-North County’s Channel on October 14th

You’re not going to want to miss the 14th Annual KOCT Outback Steakhouse Fundraiser on Friday, October 14th.  It will be a great chance to help your community television station produce programs for, by and about our north county community.  Tickets are only $25 and you’ll have your choice of salmon, chicken, pork or steak AND every table will get a blooming onion! We’ll have raffles, silent auction and you’ll get a free KOCT gift.

Stop by the KOCT studios to buy your tickets or go online and use a credit card.

We have seatings at 11:30 am and 1 pm. Take your staff to lunch—the Outback Steakhouse is conveniently located near Highway 78 & I 5 at 2485 Vista Way in Oceanside, 92054—and your donation may be tax-deductible.

Too busy to attend but want to help?  Buy tickets and we’ll donate them to military families on Camp Pendleton—a win-win for everyone.

KOCT is the community channel because of your support—we could not produce our many Election 2016 programs, for example without the support of local business and community members.
One such supporter is the proprietor of the Outback Steakhouse, Janice Koehler, who, for over 14 years, has demonstrated her commitment to locally produced television by hosting our annual fundraiser. Thanks Janice!

Equipment Upgrade at City Hall
A weekly blog from Tom Reeser, KOCT’s Executive Director

Big changes are coming to the Oceanside Council Chambers when the council returns from summer break for their August 10th, 5 pm meeting. The City’s IT Department has added new equipment and technology.  Back in 1981, Oceanside was one of the first cities in San Diego County to videotape their meetings and in the beginning it was accomplished by volunteers and City Staff members working together in the old City Council chambers.
Here’s a picture of how KOCT used to cover the meetings—three camera operators, a floor director in the Council Chambers and a Director and Audio member out in the City AV trailer—which was towed to and  parked outside the old City Council chambers  for each meeting.

All of the TV monitors were in black and white, and no matter how we tried the Hitachi camera pictures had a slight green tinge to them. In the early days the cable company would only give KOCT 2 hours of air time-- so the floor director’s job was to take notes so that the Editor could select the most popular or important agenda items and edit the 4 hour meeting down to two hours. We then had to drive the ¾” U-Matic tape to the cable company for airing!

In the late 80’s the cable company provided a channel for us to share with MiraCosta College and we were able to air the entire council meetings—first as tape delayed and later ‘live’ as the meetings happened.

In 1989 Bob Bowditch, the founder of KOCT, and Chief Engineer William ‘Mr. Bill’ Sinatra were excited about the new Civic Center being built with plans that included a new larger room for City Council meetings. However, they were aghast to discover that no plans had been included to upgrade, improve or change how the council meetings were to be videotaped. Anyone who knew Bob knows what happened next. Bob and Mr. Bill sat down over many hurried weeks and designed the basic AV system structure of robotic cameras, projector, audio and director’s console. Here is the last picture I have of Bob Bowditch and Mr. Bill working on Chamber drawings at Bob’s Fire Mt. home. Bob died from brain cancer before he was able to see his final work in the new civic center.

The cameras have been repaired and modified many times since then, but starting in August all of the Robotics, Cameras and Directing equipment will be replaced with new high-definition cameras and all digital equipment.

KOCT is working with the City’s outstanding IT department who oversaw and implemented this improvement to the City Council chambers. A big shout out of thanks to the City’s Information Technology Department Manager Yukari Brown and IT Specialist Dave Riha for their leadership on this project.
A look at the new system                            KOCT crew on site for training session

Check out the new look by watching the next meeting ‘live’, via replay or on the City’s YouTube channel. Joint meetings of the Oceanside City Council, Community Development Commission (CDC), and Harbor Board of Directors are typically held on two Wednesdays of each month at 5:00 pm and are broadcast live at KOCT-North County’s Channel  19 through Cox Cable or on AT&T’’s U-Verse channel 99 channel. Replays can be viewed the following Thursday at 2:00 pm, Saturday at 11:00 am, and Sunday at 5:00 pm

KOCT has a wealth of programs to keep you informed about civic issues. We provide ‘live’ coverage of every Oceanside City Council meetings and numerous replays. We replay every Tri-City Medical Center Board meeting and air the California Channel and San Diego’s County News Center (CNCTV) on a daily basis.

But we also have a lot of new programs that are very brief and informative too—Click on the links below for a sample of recent community events:

Cal State San Marcos University Lacrosse- This new Newsbrief features an overview of our local university’s women’s Lacrosse team.  There is so much happening at Cal State University San Marcos academically and in their growing sports programs - check it out.

The new El Corazon Trail is another milestone in the development of our ‘great park’.  The volunteers and city staff who made this possible have given a great gift to those who love exercise, the wilderness and to our high school athletes. If you would like to volunteer or contribute to this non-profit, go to their El Corazon website.

Neighborhoods: Manufactured Homes   KOCT once produced a series called ‘The Neighborhoods of Oceanside’ and we are glad to finally add a new segment about ManufacturedHomes.  In this program we not only look at some of Oceanside’s unique neighborhoods but at Carlsbad’s manufactured neighborhoods too.

Datron provides support for KOCT. This brief program thanks Vista’s Datron Corporation for their recent donation provided to help preserve KOCT vast videotape archive. You’ll learn about the dilemma KOCT faces with aging tape stock and the need to preserve ‘the life and times’ record of North County for future generations.

Volunteer for Oceanside boards & commissions  Would you like to help our City by volunteering on a board or commission? You’ll meet interesting community volunteers, help city staff with important projects and make a difference in your community.

Community Media has been under assault by a perfect storm of economic, social media and media law changes. Our nation continues to lose newspapers and newspaper jobs on a daily basis. Consumers have more media choices than at any time in history but less about our hometown than 10 years ago. Cable networks do not provide the same level of functionality, service or support for PEG community channels like KOCT as they do for commercial channels. Yet KOCT continues to seek grants, production work and community support so that we can meet our Mission: “KOCT, North San Diego County’s Community Public, Education & Government Channel, is an exclusive, independent, non-profit, educational media conduit.  KOCT’s focus is on the topics and issues of importance to the people of North San Diego County.”

You can help KOCT and our Mission:  Become a Friend & support quality community television
