Independent Media = Local Election Programs
KOCT is celebrating 30 years of service to our community and we are very proud of the many election programs we have produced since our creation in 1984. And, as you will see, we have an exciting election 2014 line-up we are ready to announce.


KOCT is the San Diego County leader when it comes to the number of local election programs we produce. Why is that? It is because we are not, a government agency nor a commercial cable TV channel.  KOCT is a independent  non-profit corporation focused on and driven by our mission to provide programming for, by and about our community—even in the challenging battleground that is often local politics.

KOCT’s first election program was on October 1st 1983—a debate about Proposition L (Pier & Groin?) and our second was a candidates forum on October 20, 1986. Every year since then we have refined our Election guidelines, improved our coverage and increased the number of races and programs that we provide.


It has not been easy and with our reduced staffing and budget we have reluctantly had to charge a production fee for our formerly free service, Candidate Statements.  However this fee is far less than what most serious candidates pay for signs, mailers, flyers and consultants.

Earlier this week invitations went out to candidates inviting them to appear on the following shows:

Journalist Roundtable -    September 4th (LIVE) -  Candidates for Oceanside City Council
Voice of Oceanside -       September 18th - Candidates for MiraCosta College Board of Trustees
Voice of Oceanside -       September 18th - Candidates for Oceanside Unified School District
Journalist Roundtable -     October 2nd (LIVE) - featuring candidates for Tri-City Medical Center Board of                                         Directors
Voice of Oceanside -       October 9th - Candidates for Oceanside City Council
Voice of Oceanside -       October 9th (recorded for later airing) - featuring candidates for the Tri-City                                                Medical Center Board of Directors

In addition to these programs the Oceanside Chamber of Commerce, in cooperation with MiraCosta College, have agreed to share with KOCT viewers their televised coverage of Candidate Forums on September 11 & 18, featuring City Council, Hospital and College candidates.

Candidates for these offices as well as regional races have been invited to take advantage of KOCT’s Candidates Statement service in which each candidate can make a five-minute statement directory to their voter/viewers in their own words.

All of these programs will be replayed extensively on KOCT throughout October and right up to the last weekend before the election. All of these election programs can also be viewed on your smart phone, computer or tablet by using our extensive Video-On-Demand service available at www.koct.org.


And don’t forget to send in your questions for city council, school, college and hospital board candidates to KOCT at koct@koct.org.  We would love to hear what issues, topics and subjects you care about and we’ll try to incorporate them into our shows if we can.


It takes a lot of planning, effort and diligence to produce election programs but we believe it is one of the most valuable services that KOCT can provide.   However this is only effective if you, the Voter,  watch these programs, research the  candidates, listen  to their positions and vote in the November election.

Community Connection - Week Three of our Throwback Edition
Continuing the Community Connections Throw Back Edition to celebrate KOCT's 30 years of service to our north county community!


We have another election in November of this year so it’s appropriate & fun to look back to past elections. Here, in 2002, are the candidates for Mayor of Oceanside on the Voice of Oceanside. Left is incumbent Jim Wood, Host Tim Aldrich, an unknown candidate and Rocky Chavez—then a City Councilmember and now a state Assemblyman, 76th District.


Talk about a lot of candidates for City Council! Too many to name but standing is the former host of the Senior Scene, Dick Johnson,  and it looks like the Flag Man, Alex Kapitanski, provided the set decoration.
Late 90’s?



One of our most popular shows in the late 90’s and early 2000’s was Lawyers on the Line by the North County Bar Association. Viewers could call in with general legal questions and the show featured some of the many talented Lawyers and Judges in North County tackling a variety of legal issues & topics.



HealthCare Matters (Top) was a health program KOCT produced that was hosted by radio personality, Meg Banta who now teaches Radio at Palomar College. KOCT’s Inside Oceanside, below, was a video magazine about Oceanside that was initially hosted by their Public Information Officer, Don Williamson and Camp Pendleton’s Amy Forsythe. Amy later served numerous tours in Iraq and Afghanistan and continues to enjoy a varied communications career in the US Navy. 






Community Connection - Week Two of our Throwback Edition
Our next few Community Connections will be Throw Back Editions because KOCT is celebrating 30 years of service to our north county community!

The entire community came out to the Oceanside band shell in 2001 to celebrate our local Little League teams Western Division Championship! They lost in the World Series even though it was later discovered the other team’s pitcher was older than allowed for a little league participant!!



Below the team answers questions from the audience and then KOCT Sports Announcer Tom Sheridan just prior to the ceremony by the Mayor and elected officials to honor our young sports heroes!



Brian Cook was our 2nd Oceanside Spectrum host and was instrumental in promoting the show to the many non-profits and city departments to help promote their events. KOCT’s Executive Director, Tom Reeser, below presents Brian with the Beacon Award for ‘shining light on our community’ with his many years of dedicated volunteer service to our community. 



Brian was also the originator of the annual ‘Sock Drive’ for Brother Bennos. Below, (with the KOCT production team) are the founders of Brother Bennos, Harold and Kay Kutler along with Voice Host Bill Fritsche and the late Dick Goodman who was the Director of Housing for the City of Oceanside for many years. This was in 1992.

Stryker Meyer (Left) was our Journalist Roundtable Host for many interesting programs. Here he is joined by a North County Times Reporter and San Diego Union-Tribune columnist Logan Jenkins. They are interviewing San Diego County District Attorney Paul Pfingst in 2001.

KOCT worked with a local community group, Barrio Arte in the early 1990’s to help young people find creative alternative to gang participation. We dedicated the entire wall of the KOCT studio to this giant mural and many young people from our most high-risk neighborhoods spent days at the station painting this colorful creation with anti-gang messages. For one anti-gang program we had the opportunity to interview boxer Oscar De La Hoya who told an ABC crew to wait till he finished his interview with KOCT! He recounted his own childhood in tough neighborhoods and how boxing was his ‘ticket out’. Below is the finished mural. (The mural no longer exists due to the last remodel of the KOCT studios)

Good information from the Media Alliance about Public Access TV:
The Good News and the Bad News About Public Access TV

On the completely great side, the California Legislature passed AJR 39, a joint resolution from California's State Government asking the federal government to please fix the clause in the 1984 Cable Act that restricts much public funding of cable access channels to capital only without operational support. This clause, which is supported by virtually no one, has contributed to the closure of community media centers across the state of California.

On the less wonderful side, a California Public Utilities Commission (CPUC) rulemaking process on cable franchise renewals appears to be taking the path of least resistance under the leadership of Commissioner Peevey, and endorsing a rubberstamp process that ignores service level to the community and complaints received during the cable service renewal process. More news in support of PEG channels like KOCT:

And recently, at the 82nd Annual Meeting of the United States Conference of Mayors, a resolution was made calling for the restructuring of the 1984 Cable Act. The resolution, which was passed unanimously, encourages the U. S. Congress to amend federal legislation pertaining to community access television stations. These stations like KOCT, currently receive Public, Educational and Governmental (PEG) fees. However, PEG funds. must only be used for capital improvements. The resolution calls for allowing those funds to be used for operation costs as well.


With the support of the U.S. Conference of Mayors, KOCT urges the U.S. Congress to make the minor legislative changes that will allow PEG fees to be used for the operations of our community access television station. The resolution supports the power of public access stations. Community television channels provide transparency and access for local governments with their residents and business owners by broadcasting City Council and hospital  meetings, voter information for local elections, topical talk shows on local issues and topics and other events like the recent Independence  parade. 


“LIVE FROM KOCT” THIS WEEKS COMMUNITY CONNECTION
What could be more joyous than to live in Oceanside during the summer months?  The waves have been great and the water warm. A great way to share the joy of Oceanside and summer is by watching, sharing and enjoying Video On Demand available on KOCT.ORG.

Last summer the Parks and Recreation Department put on a great summer concert: The Surfaris Concert—If you have to work but want to also enjoy great classic surf music here what you do, click below and listen while working on that Spreadsheet and thinking about this upcoming weekend.






Oceanside is blessed with a number of great surf spots, white sandy beaches and residents who love water sports and the beach lifestyle. This year we seem to have mostly missed the MayGray & JuneGloom but as you’ll see from this 1999 Long Board Contest we are not always so lucky. However there was a strong swell for this 15th Annual contest and this program features Kahuna Bob as host, Chris Ahrens as announcer and some great nose rides by Dale Dobson:

The City of Oceanside is also blessed with many residents from the South Pacific. KOCT’s talented crew and Mobile Studio captured many of the large Sister City and Samoan Celebrations at the band shell going all the way back to when Mayor Larry Bagley would greet and participate in the Kava Ceremony with the elders of the Samoan Community. What Is "live on tape”???

KOCT is unique for a number of reasons: We are one of the only non-profit community television stations in San Diego County, one of the most active PEG (Public Education Government Access) channels in the county and one of the best at "live on tape" television production.

What constitutes 'live on tape"? Our City Council and Tri-City Hospital board meetings are one example: the KOCT staff prepares the c.g.s. (character graphics--names, titles, and agenda summations) in advance so when the person or subject comes up we can 'bring up' the information without having to type it on the spot. Sports, parades and Journalist Roundtable are also examples of our 'live on tape' production technique. We input into our computer the pictures, power points, graphics and titles in advance and 'pull' up or show to the viewer the appropriate picture when the guest discusses that subject.


Most of our shows have a minimum of four cameras and our audio specialist and director are in constant headphone contact with them during the course of a show to bring you the right shot at the right moment. If you were a camera operator you would hear 'ready one' and 'tighten up' meaning the director is about to take to your camera and zoom in just a bit before you hear 'take 1' meaning your shot is live. At the same time you might hear the Director asking  Audio  to raise or lower the levels on the guests microphone, instruct another technician  to ready a graphic and  tell the floor director to signal the host that its only 1 minute to the first break. (And sometimes the Executive Producer is simultaneously on the phone to a guest who has not shown up for their segment with only 15 minutes to go!)


A live production is an exciting, stressful form of production usually reserved for programs that air 'live' and that have little time for editing prior to being shown on KOCT. It is cost effective to produce a program this way and if need be, mistakes can be corrected 'in post-production’. For example we can, in editing, add additional photos to illustrate an interview or add a cutaway to an out-of-focus shot. I am proud to say we seldom have to do so.

Our most recent production, the Independence Day Parade is particularly challenging because the pace of the parade is out of the control of KOCT, we might have to ask our Hosts to ‘vamp' because the parade is going too slow or for them to skip their written script because its going too fast and the next parade participant is about to go past all of our four cameras. I think our crew, engineer and IT specialist  did a great job setting up the four cameras, camera platforms, program set, lights, microphones and intercoms early that morning and airing the parade 'live' for residents who couldn't attend in person. Long after the last parade participant has stopped marching KOCT's industrious crew was still breaking down equipment, packing up the cameras and preparing the finished program for extensive replays--often only an hour after the parade has ended!




So that is 'live on tape' an exciting production style that KOCT has utilized since our formation 30 years ago!  Congratulations to the entire KOCT crew for excellent parade coverage! Thanks to the City of Oceanside staff for helping us with electricity, parking and internet issues.  A special thanks to our two volunteer parade hosts: Kristi Hawthorne and Tom Brault for their great performance and play by play announcing and congratulations to Director and KOCT Station Manager Jake Rush for being the Ring Master on our parade coverage and many KOCT 'live on tape' productions.

Channel Surfing Snippets

KOCT has been documenting Oceanside parades since the early 1980’s—in fact we used to cover both the Christmas Parade and the Independence Parade before budget cuts silenced the December high school bands. Thanks to Main Street Oceanside we still have the Independence Day parade and thanks to Mossy Nissan, this year’s television sponsor, KOCT’s camera will be there to catch all the festivities. The parade starts at 10 am but it usually doesn’t arrive at our KOCT Civic Center location till about 10:30 am. Our hosts this year will be the hysterical Tom Brault along with historical Kristi Hawthorne (she’s President of the Oceanside Historical Society and Tom is a talented, singer, actor and long-time Rotarian too).


What’s that? You have to stay home and wait for the cable guy? Don’t worry! The Parade airs LIVE on KOCT’s channel 18 AND you can watch it on your smart phone, tablet, computer, iPad or google glass by going to KOCT.ORG and clicking ‘streaming 18’ on our home page.

Award

Congratulations to KOCT Editor Shawn Lennon, Videographer Angela Wong and Production Assistant Tamara Illich For their STAR Award at this years SCAN NATOA Conference in Santa Monica. This annual video competition for California and Nevada government access television channels is very competitive. The second place award in the Community Event category was for KOCT’s coverage of the annual Dia De Los Muertos event at the Mission San Luis Rey. Angela and Tamara were the field crew that videotaped the event and then team member Shawn Lennon edited the final award winning video. I also want to give a shout out to our friends at the County Television Network (CTN) who won a wagonload of awards for their quality programs! Next weeks Journalist Roundtable on Thursday night, July 3rd at 6 pm has a diverse array of guests and subjects you won’t want to miss. 76th District Assemblyman Rocky Chavez will fill us in on all the events occurring with our state government in Sacramento.  Next up will be the President of Cal State San Marcos, Dr. Karen Haynes who will talk about the student population boom and what that means for future campus growth. She’ll also talk about the fire that forced the evacuation of the campus and the delay in graduation ceremonies. Dr. Bart Billings will talk about his annual conference that was held last month in Carlsbad about Combat Stress and the link between psychiatric drugs given our soldiers and the link to increased suicides among soldiers.  And it must be the start of election season: Chuck Lowery, a former Oceanside City Council member has just announced his run for one of the two seats currently occupied by incumbents Jerry Kern and Gary Felien—Find out why he’s decided to throw his hat in the ring and what issues he’ll campaign on. KOCT’s partnerships with schools, the faith community and The Coast News:
At KOCT’s recent Open House we met parents and teenagers interested in KOCT and our Internship program.  Many of our local schools, such as Rancho Buena Vista, have excellent student internship programs and KOCT has trained many of their students and utilized their skills to produce community programming.


KOCT continues to produce a wide variety of programs—documentaries and topical talk shows such as North County Talks: Faith & the Common Good. The program is hosted by the Pastor of North Coast United Methodist Church, Pastor TS Harris. They have tackled many challenging and topical subjects such as the Minimum Wage, Human Slavery and Affordable Housing. Check out their most recent show.


I would also like to announce a new KOCT partnership with another local media resource, The Coast News.  Now, in every addition of this weekly newspaper  you can find a weekly listing of KOCT latest programs and the date and time they will be airing. Thank you to Chris Kidd, the Advertising Manager and Associate Publisher for the Coast News Group for his support of KOCT.  The Coast News is also expanding and starting this month they will be publishing an inland addition of their popular newspaper. KOCT wishes them well in their new endeavor. We also appreciate that The Coast News Managing Editor, Tony Cabala, has been offering his expertise as one of the journalists on our popular Journalist Roundtable program.

Attendees can take a studio tour and see how television programs are recorded, edited and televised. You can experience green screen magic and drivers of any age can take a drive around Oceanside without leaving the KOCT studio. THIS WEEKS COMMUNITY CONNECTION NEWS
The Bob Bowditch Scholarship fund was established by Ida Bowditch upon the passing of KOCT’s founder, Bob Bowditch in 1989. Every year annually KOCT awards a small scholarship to Oceanside or El Camino High School graduates whose intent is to have a college major in communications or media studies. Our 2014 Scholarship Recipient is Joshua Montiel from El Camino High School. In his application he wrote “A good film takes you into the story and lets you become a character; you begin to feel the emotions as if you are part of the film itself. It distracts you from everyday stress and worries. For the length of the film nothing else exists but the story you are taking part in”. Watch for Joshua’s appearance on a future Oceanside Spectrum when he will be interviewed by Spectrum Host: Elaine Swann!

Speaking of Elaine Swann her latest book “LET CRAZY BE CRAZY” (you can order her book on her website) has just been published and it contains practical examples, tips and advice on the perils of what she calls “Crazy Folk.” Whether in our professional environments or family and personal relationships, they exist. Swann gives sensible guidance on:

How to identify Crazy Folk, How to get rid of toxic Crazy Folk and How to deal with the Crazy Folk in situations where we have no choice, such as work, in volunteer organizations and with family members. Elaine is currently on a coast to coast tour including appearances on television stations all across the county. As you can tell we are Crazy about Elaine who, by the way, will be our host at our June 12th Open House and Forum.

  •  Next week, Tuesday June 3rd is Primary Election Day. What will the results mean? Will incumbents lose and be forced to fight for their office in the November election or did they slide to victory over their aspiring challengers? For insightful analysis you’ll want to tune to next Thursday Nights (June 5th- 6 pm / Channel 18) Journalist Roundtable where our first two guests will help in our Election Dissection. Our first guest will be Francine Busby-the Chair of the San Diego County Democratic Party and our second guest will be  the Treasurer of The Republican Party of San Diego County. Both will discuss the outcome of the June primary at both the local and regional level.
Our other two guests will discuss two important subjects in the news: Health Care and the decommissioning of San Onofre Power Plant.

Chris Van Gorder is the President & CEO of Scripps Health—his path to CEO is an unusual journey and Scripps has many health facilities in North County. He’ll discuss changes in health care since the passage of the Affordable Care Act and Scripps plans for health care in North County.

Our last guest will be Councilmember Jerry Kern who is a member of the newly formed Community Engagement Panel which is looking into issues related to the decommissioning of the San Onofre Power Plant.

On Thursday night, May 1st, the two experienced candidates for the San Diego County 5th District Supervisor seat faced off in a tense and sometimes testy one-hour program.

You can see for yourself what all the talk is about because the show has now been posted on KOCT.ORG as Video On Demand.  The two candidates appeared together in a forum put on by the Oceanside Chamber of Commerce Political Action Committee and hosted by MiraCosta College. All candidates have been invited to participate in all of KOCT’s election programs but not all have decided to participate.  As an example our District Attorney focused Journalist Roundtable program featured Bob Brewer and Terri Wyatt but, unfortunately, incumbent Bonnie Dumanis did not participate.


We have also added to our June Primary Video On Demand series our popular Candidates Statement program featuring Mayor Jim Wood and incumbent Supervisor Bill Horn for the 5th District Supervisor race and candidate Bob Brewer for the District Attorney seat.

Community Connection
One of the services KOCT has provided for Carlsbad, Oceanside and Vista residents since 1997 is coverage of the Tri-City Medical Center’s Board of Directors meetings.  Tri-City is one of a handful of community hospitals in San Diego County and local homeowners fund and care about this important medical center.  In fact the reason we began covering these meetings is that in the mid-90’s there was talk about privatizing the hospital. Community members and the Board of Directors themselves felt the community needed to be informed if such a decision was going to be made and coverage of their meetings was the first step in keeping the public informed about the workings of their hospital.  


Pictured in today’s blog are some of the talented young people who provide this television service. KOCT rolls its sophisticated Mobile Studio to the hospital and set ups a four-camera shoot on the 4th Thursday of every month and documents the meetings in a style we call ‘live on tape’.  It requires 7 crew members to cover these meetings and every meeting is shown 4 times on KOCT as well as shown on the government channels in the City of Vista and Carlsbad. KOCT also makes each meeting available as Video On Demand (VOD) too.




The Affordable Care Act has brought to the publics attention the cost and importance of health care and KOCT is proud that we’ve been bringing the public’s attention to our local health care facility for seventeen years.  A shout out and thanks to the KOCT talented crew who carry the tripods, cameras and cables down a flight of stairs once a month to keep our community informed! 








Voters and Viewers
You are going to want to tune into KOCT, Channel 18 next Thursday, May 1st at 6 pm for a special LIVE Journalist Roundtable.  This will be the last program in our June Primary Series and we’ve saved the best for last.

                                                                               
Two experienced politicians running for the San Diego County Board of Supervisor, 5th District seat, will discuss the issues, their points-of-view and answer questions from our three journalists.

Incumbent Supervisor Bill Horn and Mayor Jim Wood will be our guests for this one-hour program that is hosted by the former Editor of the North County Times, Kent Davy. He is joined by columnist for the San Diego U-T Logan Jenkins and Alison St. John of KPBS radio and television.



The two candidates previously squared off in a forum at MiraCosta College that was hosted by the Oceanside Chamber of Commerce.  You will be able to watch that program throughout the month of May on KOCT’s community channel 18 AND on Video on Demand via KOCT.ORG.

All candidates for the June primary election are invited to our Journalist Roundtable  program unfortunately incumbent District Attorney Bonnie Dumanis did not participate in our April program however, candidates Bob Brewer and Terri Wyatt did.



In order to help you make an informed decision KOCT  will air all of these June Primary shows extensively on KOCT right up to the June 3rd Election. If one of your friends express confusion on who to vote for why not help them out and send a Video On Demand LINK to them so they can watch on their iPad, smartphone or computer?? 

The 5th Supervisor race is starting to heat up judging by some of the campaign material voters are receiving. Next weeks Journalist Roundtable programs will give each of these experienced politicians an opportunity to defend, refute and explain their positions with a little more detail than you can find on a glossy postcard.
